I once read on some site (bungie.net or this site) that there was gonna be something for people who did not have xbox live and wanted to put their films up. Is this true that there is something out there for me that I could buy because I only have enough money for Xbox 360 and Halo 3 right now, and I would like to get speedrunning within the following week after I beat the game on Legendary (2 weeks at the most)

Without a capture card: no.

There was a mention in a recent IGN interview with Brian Jerrard that one of the most requested features was to make full rendered movies straight from within Halo 3. But is not possible with the current game. Maybe thats were you heard it?

But like I said, without XBL, the only options are: Capture Card, DVD-R or VHS.

Other even a standard video camera, but the quality won't be great unless you can plug the video straight into it.

changes:
-subtle changes to the form, mostly internal
-the form is now sent to LotsofLuck as well, so we can process runs quicker
-the subject line (on the email the submit form sends to us) is now the run name (Subject: N3_S117_6:20_Stock3) to avoid confusion
-new FTP address for video uploads
